Vein Forest. Next to Regirock's cave. Roserade is able to be captured only during the optional quest "Roserade Red, Roserade Blue". You will need Surf x1 to reach Roserade.

After you beat darkrai, you catch a floatzel... Go to the river and use floatzel to swim on... Follow the river in vein forest, and keep following it untel you can't anymore.. Go to the nearest dock near the end of the river, which is near a waterfall... Keep walking on the land there... Soon you will see a cave... Near it will be roserade... There you will have her! Hope this helps...
