You can get dialga on a special mission you download from ranger net. You will also need a wifi connection to get the mission. Dialga in Hia Vally is the name of the mission.
You have to download an extra mission called "Dialga in Hia Valley!" from the Ranger Net (wi-fi option on the start menu). Please take in count that you have to finish the game in order to play this mission. You can download it whenever you want though. I recommend you to do it now, since this kind of missions only are available on the ranger net for a month or two. Also, just to let you know, a new mission featuring shaymin will be available for download on march 1st. It's called "For the Bride and Shaymin!". I don't know when this mission will be removed from the ranger net. Hope this helps! Please rate this answer!
