Well, recently I finished the 1-day teacher mission and all of a sudden my partner Pokemon, Starly has music notes floating above it... What does that mean?! It's confusing me, I mean... Is it going to evolve or something?

This means that they are happy. As far as I know Pokemon do not evolve even if they are partner pokemon
I think it means that you're poke is full on assist or how ever you want to express it.
