If you mean the harbor you use to sail to the capture arena, then it's to the east of Haruba Village. Go to the right off the screen and then down and you'll see Wailord. It will take you to the capture arena (Hint** this is the only way to get Flygon**).

If you still haven't found it or if others can't find it, it's in the Volcano Cave behind the house, the one without the doors that needed to be unlocked. Remember those Dim Sun goons who made the rock fall down before they could get through? They were in there. Go all the way to the back of the cave and go through the door. You should fine it there
