How can I battle the snorlax

To battle Snorlax, you have to have captured the other 209 Pokemon in the game. When you do that, each Snorlax in the game will be awake for you to capture them.

You can't battle snorlax when you get to be a sertan level ranger the one in the city laves and when you become a level 8 ranger the one in the forest moves

The only way to battle snorlax is by capturing all the other Pokemon in the game.
