You need to have beaten Crasher Wake who is the 5th Gym Leader in Pastoria City. After you have done this, Crasher Wake will be standing outside the entrance to the Great Marsh. Talk to him. A Galactic Grunt will then talk to you and tell you about blowing up a bomb, named the Galactic Bomb. You need to keep following that Galactic Grunt who will keep running away from you. Eventually, he will get tired of running away from you and have a battle with you near the entrance to Lake Valor. After you have beaten him, Cynthia will ask you question about the group of Psyduck on Route 210 to which your answer should be yes. After you have answered her question, she will give the SecretPotion to you. After Cynthia walks away, you need to go to Route 210 and use the SecretPotion on the Psyduck to cure them of their chronic headache.
