The Old Chateau is in Eterna Forest, near the exit to Eterna City. From the exit to/entrance from Eterna City, walk left for a short while and then head north. There should be a few trees ahead that you need to use Cut on. Do so, and you'll find the Old Chateau.
Catching Rotom has something to do with the TV in one of the bedrooms.
the old chateu is in eterna forest and you need to cut down the trees in front of it then go inside. go up the either of the stairs and into the door not the red mats. then go itno the 2nd door on thwe left and you will see a tv. click on the tv and it will say stuff about feeling malevolent feel and as if it is staring you then it will say do you want to tap on thew tv? say yes and rotom will come out.

Yeah, it does only appear at night. I don't really have to tell you where the Old Chateau, since everyone else explained where it is.
