Events don't occur inside the game. They are actually real-life events ran by Game Freak. They're worldwide, but they're only set up in large cities, and are unlikely to come to small towns.

Events are not even in the game. They are real in some cities in the world but not small ones. Events will help you do things in the game like catch rare Pokemon.
