Help the trainer called Riley on Iron Island take care of the Team Galactic members inside. As a reward for helping him, he'll give you an Egg (which you need an extra space in your party for. Don't worry, he'll wait around if you have six Pokemon with you).
A Pokemon called Riolu hatches out of this egg. Max out Riolu's happiness, and level him up during the day. He will evolve into Lucario.

Go to Iron Island and get through the cave and talk to riley then battle
Team galactic guys and then after you beat them riley will give you an egg which is lucarios pre evelution
