You can only get shymin from a TOYSRUS event.
I don't think that there is a way other than hacking.

Akatsus is right about getting shaymin by the toy's are us event and hacking but can also use action replay codes if you want to change shaymin's form to the sky form go to floaroma town and go to the flower shop (i think it's a flower shop or something like that) talk to the lady in front of the flower shop and you will receive a gracidea flower or talk to a other lady in the flower shop I always get confused

You MUST have the TRU Shaymin. Then go to the blonde between the 2 houses infront of the Flower Shop and shell give you a Gracadia. The Gracadia allows the TRU (and only the TRU) Shaymin to change into Sky Forme from morning to evening. After evening it reverts back into Land Forme. Sky Forme Shaymin is a flying/grass type and has Serene Grace ability. It also has higher Sp. Attk and lower Def/Sp. Def.

You must have shaymin in your party and beat the elite four and the champion.then you have to to floroma town there will be a blond lady she will give you a gracadia flower then give it to shaymin it will change to sky form.sorry if I get it wrong first anwser
