I pikachu can't learn volt tackle on it's own, but you can breed a female pikachu holding a light ball and a ditto and I believe when the egg hatches the pichu will know volt tackle and you could evolve the pichu to a pikachu.

You need to breed a femail and male pikachu or pichu holding a light ball dosnt matter witch one holds it good luck!!! :P
