Question for Pokemon Mystery Dungeon: Explorers of Sky

I can't find Manaphy at Surrounded Sea.
I already graduated from the guild, recruited Dialga, Mesprit, Uxie, Azelf, and Girtania,
But when I went to Surrounded Sea, I got on the 20th floor and all that was there was three plain seeds, and, where the egg should have been, a fossil...
Am I missing something?
Is this the result of me using some cheats sometimes to get out of extremely hard parts?
Can I never progress in the game again?
This is really irritating, so any help would be greatly appreciated.

Did you complete 1 job and did you talk to sunflora on BF2 of the guild aka 2nd bottom floor
