How do I recriut groudon?

To recruit Groudon, you have to have beaten Primal Dialga, gotten the Secret Rank from Scizor after you rescue him, and also go to a dungeon called the Shimmering Desert. You need a to recieve a special wonder mail to unlock this dungeon. I'm not sure if it's still being distributed via wi-fi, but that would be my first place I'd check.
