To get Celebi you will need to have a Secret Slab or Enigma Part in your bag. Then you need to have access to Mystic Forest. Once there head to Mystic Forest 10F. There might be some restrictions to entering the dungeon I'm not sure.

To get celebi yo need to beat the game and have manaphy. Then go to mystifying forest 10th floor with mystery part or secret slab and celebi will be there.
