How do I evolve riolu in explorers of sky? I've tried just about everything and yes, I do have manify and palkia on my team

Check how he evolves on regular Pokemon, and use an item that has that effect on riolu

What you really need is an IQ of 3 or above a sun ribbon and Palkia as a team member when you have these thing go to luminous spring and you will be able to evolve
