I am at the point where team raider is at the beach. My hero is fully evolved, but my partner (riolu) is not. What do I do?!?!?!?!!?!??!?!?!?! My rank is master rank 3 star!

From what I heard, you need a lunar ribbon and Riolu's IQ must be 3 stars. As for Team Raider, I'm not sure. Some people say they're just there for decoration and some say you get to battle them at a certain rank. I don't know who or what to believe!!!
