Its fairly simple. After completing the entire game (including Darkrai) Recruiting Palkia and unlocking the Marine Resort, after returning to Luminous Spring you should be able to evolve aslong as you're a high enough level and have the required item (if necsesary)for example if you started with a vulpix you need a fire stone, but level doesn't matter. Hope this helps.

You need a Sun Ribbon and IQ of 4 stars.
