You must go to surround sea with your lead Pokemon holding the amber tear here is the wonder mail for the amber tear #H7P# 9@#SFXP =5M9% 2-W00 S&YR6MQ #MMKJ Lugia will be their wondering around (I suggest using water Pokemon so you can walk through water) defet it and if your lucky it will join your team hope I helped!
Oh yeah you can also hold the secret slab to get Lugia

Go to the Surrounded Sea with your leader holding either a Amber Tear, a Enigma Part or a Secret Slab.

I'll take a few tries to work so be patient.
I recommend an Electric Type in the mid 50's before trying.

Go to surrounded sea make sure you have a secret slab or mystery part Lugia should be on the 18th floor recruitment 90% chance he was easy for to beat probably because I'm lvl 100 mewtwo hope this helps
