first you have to beat darkria (very hard to do) then go back to spacial rend and get palkia on your team the go back to lumious springs and you can evolve (I'm not sure but you may also need dialga, I have him b4 I get palkia)

This depends if you want to evolve your joined member not your first partner then you have to go on this mission where the guilds try's to beat you up while you make your way to this spring after the credits also if you want to evolve your self you have to go up to the point where on your save screen it has ten bosses you beat the last one should be Darkrai and you have to have Palkia as a friend then go to the same place.

I have the same problem. I'm a lvl 59 vuplix and STILL can't evolve. Maybe I need to level up to 60...? My partner is a lvl 58-59 and can evolve. You can only evolve after beating the game.

...Vulpix needs a Fire Stone to evolve.
