Riolu will need a certain IQ (I believe it's 3 or 3.5, forgive me if that's off), and a Sun Ribbon. Go to the Luminous Spring and use the sun ribbon when deciding to evolve Riolu.
If Riolu was you starter or partner, you'll need to have defeated Darkrai and recruited both Palkia and Dialga before you can make it evolve.
