The only way to be an Eevee in this game is to answer the questions so that your end result is judged to be a Jolly Female. For full details on the questions, read the following guide.

They have a cheat for this right on this website,but I'll tell you.answer the questions so you're happy and peppy,but not excitable.
Check the quiz requirements, and be wary the personalities vary by gender. Plus, I think only females can be eevee.
You have to answer the questions for naive to become eevee in explorers of sky. I know because I am an eevee in explorers of sky and level 71.
