I have riolu as starter lv. 54 with 4 stars IQ and I would like to evolve him. I've also got the sun ribbon but every time I go to luminious spring riolu isn't listed as a Pokemon who can evolve. What do I have to do so that riolu can evolve??

In order to evolve your starter Pokemon you have to first have palkia and dialga join your team. I have this same problem
Once you have Dialga and Palkia,you must have Manaphy come back and join your team.After this,a few days later, Manaphy will come tell you about a dungeon called "Marine Resort".When done talking to Manaphy,go to the Town Sqare and Ursaring should say Luminous Spring feels different.Go there and you can now evolve. You're welcome.
you don't have to join with dialga and palkia in sky but you do need to team up with manaphy after you defeated darkrai. then ursaring tells you that it feels different indeed!
You have to have an IQ of at least 2 stars and a Sun Ribbon. And you need to have beaten Darkrai and be at least level 60 (?)
No you guys need manaphy to tell you about the marine resort and have a sun ribbon and have an iq of over 4 stars. If you don`t have four stars go to marine resort, it's filled with gummies.

You need to recruit Dialga and Palkia then recruit manphy and learn about marine resort the rest you already did if you learn about marine resort.
I got 100 rioulu with 150 attack/250 hp/130 defence/ 150 sp attack/ 150sp attack try 2 top that suckers
I have riolu in level 90 and I have a sun ribon and the iq is in 3 stars and stil dosent want to evolve
*faceplant* if I knew that you just needed dialga and palkia to evolve I wouldn't have started all 3 games again
You need to defeat dialga and palkia, graduate from the guild have 2 IQ stars (or more) and a sun ribbon.
You need to have a sun ribbon then have a IQ of 1-1.5 then he/she will evolve.
