Besides catching a Pikachu in Pokemon HeartGold, you can obtain one by Trade, an Action Replay Code, or Migration (Pal Park).

Trade for one, or migrate one. If you have the Pokewalker couse "Yellow Forest" then you can catch one there (rare Pikachu on that course may know Surf or Fly), however "Yellow Forest" is an event course and the event is no longer active.
Catching one in Viridian Forest may be the only option for you (if you cannot trade, cannot migrate, and do not have "Yellow Forest).

By using action replay codes. We supply plenty of action replay codes for Pokemon HeartGold on this site.
