If your talking about the Eighth Gym Leader, she can be found in Blackthorn City. You gain access to Blackthorn City after you defeat Team Rocket in the Goldenrod City Radio Tower.
If you talking about Team Rocket's Boss, he can be found at the top of the Goldenrod City Radio Tower. You will have to go to the Goldenrod City Radio Tower after you defeat the Seventh Gym Leader.
If your talking about the Sixteenth Gym Leader, he can be found on what was Cinnabar Island. If you show him your Fifteen Gym Badges, he will go to his Gym in Viridian City.
