Because the Kanto gym leaders can be fought in ANY order (with the exception of Blue, who is always the eighth), there is no way to know who you are refering to when you say "seventh gym leader."
The only gym leaders to appear in caves are Claire of Johto, Blaine of Kanto, and Brock of Kanto. Ignoring Claire (you mentioned Kanto), then the other two are easy to explain. Brock only appears in Diglett's Cave after you obtain all 16 badges. He appears at the Pewter City side of the cave every day between noon and 3pm. Blaine is always in his gym (in the Seafoam Islands) except when you call him and schedule a rematch. Then he is in the Fighting Dojo in Saffron City.
