I believe you need the National Pokedex before you can enter Pal Park. After that, you will need to Migrate Pokemon to gain access to the park of Pal Park.
To Migrate Pokemon, you must have a Gamboy Advance Pokemon Game in Slot 2 of your Nintendo DS and your Pokemon HeartGold Game in Slot 1 of your Nintendo DS. After you do this, make sure your Nintendo DS identifies that both games are inserted. Once this is done, there should be an option to Migrate Pokemon on your Pokemon HeartGold Game Menu. You must have at least Six Pokemon in your PC in the Gameboy Advance Game to Migrate Pokemon. After you have Migrated your Pokemon, you can go into the park of Pal Park. The Pokemon you have Migrated will be in places in the park that they would belong (most Water-Type Pokemon can be found in the water).
