You have to battle it. Here is how.Using the radio thingy (Sorry, I don't remember what it is called) instead of finding a station, touch and drag your button thingy (LOL) to the top. Then you will here a new sound. While it is still up there, talk to Snorlax. And he will wake.

After you fix the Power Plant, you can obtain the Expansion Card from someone in the Lavender Town Radio Tower. After you have that, go to the Snorlax. Go into the Radio-Part of your Gear. Move the "Blinking Dot" to the tip top of the "Circle." The PokeFlute will begin to play. If you click on the Snorlax while the PokeFlute is playing, you will go into battle with it. After your battle is finished, you can go into Diglett Cave.
