I believe the only way to have Level 100 Pokemon by the First Gym Leader is by an AR Code.

Train them. It will probably take days or even weeks because each Pokemon in the wild near the first town will give less than 100 experience points. I would just train them to maybe 15. Use later routes and locations to train them.
