Well first you need to go to the Power Plant and find the missing part for the guy there. The part is in Misty's gym. You'll be able to find it after you battle the Rocket Grunt who hid it. You'll bump into him when you go to enter the gym, but you'll have to go after him to battle. Once thats done go back to the gym and look for the part it should be in the top part of the gym if I'm not mistaken. Then head back to the Power Plant and return the part. After you do this head up to Route 25 and talk to Misty. This should make her return to the gym.
