About the only way your going to get that many, is to use an Action Replay and have the Masterball code. If you want to do it without cheating, you'll have to get someone to trade them to you.

Like Ninetailed Fox said, you need an Action Replay thing ( I honestly don't know how to use them or where to get them ) but if you don't want to cheat you need a whole bunch of friends. I haven't finished it yet, but if it is like Platinum, I think the boss of Team Rocket might give you one.
