You migrate one.
Celebi cannot be caught in any game, it requires an event (there hasn't been one active in quite a while). You mut trade for or migrate one.

Celebi cannot be caught in any game legitimately except for the Japanse bonus disk of Pokemon Colosseum. Fortunately, we got Jirachi and Japan has no way of getting Jirachi...
