There are so many things wrong with your question.
Pokemon Black is for the Nintendo DS, not the 3DS.
The only part of a Pokemon game you have to pay for is the game itself. You should NEVER pay for individual Pokemon.
Arceus is an event legendary, as such you need an event to get it. You can still trade for one or migrate one. (The last event ended in May).

Actually 3ds can play dsi and ds games because I am using a 3ds to play.
I don't think you can get an free arceus you either have to have internet,the relocator or someone to trade an arceus with.

You just need nothing at all and just play unfairly to get it or fight with someone.
