The Liberty Pass Event and V-Create Victini Event have already passed, and that is why you cannot find Victini within the Game. However, you can still obtain Victini by Trade or by an Action Replay Code.

With my Action Replay i get 999x Liberty Passes but it doesnt let me go to Liberty Garden in Black 1. Why?

You can obtain Victini this year, you just need to trade for it. All of the events for Victini have ended, so you must find someone willing to part with theirs.

Im sure this event for victini has passed, but you can go on global trade for it, I believe. Using an action replay can glitch your device though, so I highly recommend global trade, even though it acm take a lot of time looking. People will ask for a level 9 reshirim or something, and thats impossible to trade with. I hope I helped and I hope you find vivtini!
