There are three boats in Castelia City.
The one is the Royal Unova. After you have obtained the National Pokedex, you can ride the Royal Unova in the evenings.
One of the other boats is a boat that will take you to Unity Tower. You can ride this whenever you would like.
The third and final boat will take you to Liberty Island. You must have the Event Item Liberty Pass to ride this boat. However, this Event has already passed. You can still obtain Victini by Trade or by an AR Code.
