At the pgl you can befrien only 50 Pokemon but does it count if I befriend that event lucario and mamoswine

I would think that it counts, but I'm not 100% sure. However, I believe the limit on how many Pokemon you can befriend was removed.

Yes. You can only befriend a certain amount of Pokemon, and the event Pokemon are Pokemon, so they count. Just capture the Pokemon in the Entralink, then you can befriend more.
