I am confused can you find dialga or plakia or giratina in here and if you can't then why do get the orbs for them?

Palkia, Giratina, and Dialga cannot be found in this game. They must be migrated from a generation 4 game, or traded for from a generation 5 game.

Dialga, Palkia, and Giratina cannot be found in Pokemon Black. The only ways to obtain them are by Trade, an AR Code, or PokeTransfer.
You are given those Orbs just in case you somehow obtain Dialga, Palkia, and Giratina. You see, when you PokeTransfer you cannot Transfer Items. That's why you are given those Orbs.
