EVs are kind of tricky, You can't really tell how many you have done, unless you have been keeping track. If you EV Train a Pokemon, their Stats won't go up after defeating one Pokemon. EVs help give your Pokemon more Stats (IVs). If you do 4 HP EVs for a Pokemon, they will receive 1 extra HP IV when Leveling-Up.

When it comes to your Bulbasaur, I don't really understand what is happening. If you ask another question using correct grammer, I will try my best to help you.

Hope this helps!
