Your not able to lend the Liberty Pass to others, since it's a Key Item. Besides a Cheat, there is no way to get the Liberty Pass because the Event has already ended.
However, I can give you a Victini.
If you would like it, follow these steps. Make a Super Cheats Account. After that, click on my Username. If you click on my Username, it will lead to Bio. At the end of my Bio, you can leave a Comment. In a Comment, leave your Friend Name, Friend Code, and a time that would be good for you to trade.

There is currently an event in all English speaking countries where you get a special Victini. Just go to Mystery Gift on the main menu of your game and choose "Nintendo Wifi."
You cannot lend a Liberty Ticket, it is an event item.
