Probably after beating the game go past the gate from opilucid city then maybe you might find one.

Charmander cannot be found in Pokemon Black.
The only way to get Charmander in Pokemon Black is by Trade, an AR Code, or PokeTransfer.

Im not completely sure what trainer may have one but maybe after you beat the main part of the story? I'm sure theres a trainer somewhere with it so you can get it in your pokedex

Do it over trade or use a cheat and find him in the grass. I caught him with a cheat and went to route 13 and held R, and I walked in the grass and found him.

After you beat the game, go to any route hold R and run into him, ( it worked for me I don't know about you guys)

None of these will work you will have to get him off of world wide trade if you seen one or just trade with a friend.

I think you can only get a charmander if you have 2 dses and you give your 1st ds a charmander then on your 2nd ds go on to trade systym and get on the trade systym abd on your 1st ds go on the trade systym and then POOF your charmander is there! -Dylan

You get a charmander by holding b and walking around the grass for an hour (worked for me)

I don't remember where I downloaded the rom for my android for but when I chose tepid as starter and went to route 1 where professor told us to meet her at the next town , I found a lv 1 charmeleon in the grass , and that too 2 times
