Actually, you don't need Strength to get through Dragonspiral Tower. There are alternate Routes that allow you to get through it. You might have to look closely.

More specifically, that means walking across the fallen columns in the second chamber of the tower.

You do not need any Hm moves to get through dragonspiral tower, and I am assuming that you are talking about the ones Cheren tells you to walk on, believe me that is one of the more easier parts, you shouldn't really get stuck anywhere in dragonspiral, it is pretty easy to get past if you have a good team.Hope this helped.
