The only other way to get one is by Trade.

There are other ways.

You can talk to the man walking the beach by the house just north of Undella Town. He will give you one "treasure" per day. You can get species specific items (Stick, Thick Club...) and evolutionary items (Electirizer, Protector...). I suggest saving before talking to him so you can reset until you get what you want.

Go to the man dressed in black on route 13. He gives you something every day. You will get an electrizer eventualy.
