To battle Landorus you must go to the Abundant Shrine with BOTH Thundrus and Tornadus IN YOUR PARTY (so no trading away your Tornadus). Walk up to the shrine and investigate.
There is no "move rator," you've mixed up names. The move relearner and move deleter are in Mistralton, the name rator is in Castelia.
