The HM Strength can be found in Nimbasa City. Just go to the building in the top left corner (No, no the stadium) and enter. You'll find a guy with blue hair sitting in the back. He'll give up the HM to you if you simply talk to him. As for a Master Ball, you'll get that from Professor Juniper right after beating the last gym in the game.
