I update the action replay dsi and yet the thing still froze.Is something wrong with the replay?

Not quite sure. In all honesty, your best bet would be going to our Pokemon Action Replay forum located here and starting a thread. Detail all your problems and actions in that thread, and someone may be able to find some missed step or help you.

I think you might be using Japanese Version action replay codes and that might be causing the problem for your game freezing. You might have to wait until people have gotten the English action replay codes so then you game won't freeze.

Can someone please make a Pokemon black code for a deoxys level 100, all stats 999, all one hit knockouts [fissure,sheer cold,guillotine,horn drill 99 power points each [pp]

Make sure that you hold the game upright when you are playing so it won't freeze. You need to make sure that when the game is still on but in sleep mode that you hold it upright.
