There is two ways to get it.
1: Get much trainer points and eventually you'll get it, but it may not work..
2: Incase 1 didn't work.. If one of your friends have Nintendogs and has a chihuahua, meet him/her in the park WITH THE CHIHUAHUA! Warning! You can only get one dog from 1 player this way.
