Does anyone know how many Trainer Points I need to unlock the Mario Cart and does the Mario Hat improve my chances of finding it on walks?

I think you don't unlock it. I found the mario kart and both the hats (mario and lugi) on wals. Actually I found a lot of rare things on my quest to get a firemans hat. Well my friend gave me one!
You don't unlock it. You just have to get lucky and find them on walks.
They are hidden in walks from the beggining of your game, you just need to be luck to find them. I hope this really helped you and good luck finding those items you want!
