Make sure you're Shell Mario, otherwise this won't work.
In the World 1 Tower, near a blank door, go left, and shoot up with the pipe. If you've got a Star Coin this way, you know what to do. If you don't know what to do, shoot up, then drop onto the ledge and go in the door. There should be a Star Coin, and another door here.
Right above the door, directly across from the Star Coin on the right-hand side of the screen, there should be a secret passage. Go through it, and as Shell Mario break the blocks on the floor. Then jump and break the blocks blocking the pipe. Go through, and you're at a red flag exit. Hit the flag to clear the level, and you'll open up a path to the cannon.
