You unlock cannons by finding a golden pipe in the level. There is one at 1-castle, and an easy one is at world 2-A where you are spinning and you have to bounce off the Koopa.

In some levels there are secret exits. Look for a secret exit in any level near a cannon

On the level nearest the cannon, there will be a secret room with a red flag instead of a black one, it will unlock the cannon for you.

Which one?
If you mean the one outside the min castle you need to get all the stars.
The ones in the lvl's you need to get to the right misson then talk to the pink bomb next to it.

The ones in mario bro's you can get to by finding the secret exit in the lvl's next to them.

To unlock cannons, in some levels, there will be secret exits with a red flag. The cannons will shoot you to new worlds.
