I don't really know the best level for him, but make sure that you go in the forest of death and train forever, because I was on about level 80-something when I fought him. Make sure you can have a "seal ball" to seal his jutsu, and make sure you saved your game right before the fight and right after it, because there are a lot of lengthy cut-scenes and battles afterwards with no way to save.
