Remember the part where you have to deactivate the drill comps in order to stop the drill? Go to the fourth drill comp, whatever you need is somewhere in there.

Go to Oran Isle, in the abandoned mine go to the drill, go to the fourth box (the one you needed to battle Magnetman/Knightman) go to the the box that you used the stopkey in (the box that blocks the rocks) face the end of the path and press A. The door should appear.
